Major conference on the municipal heat transition: diversity leads to success
Almost 500 participants came together in the great hall of Händel-Halle in Halle (Saale) for 17 sessions of debate on new perspectives on heat planning. They were joined by 1,300 people following the live stream. There were talks and a podcast on the financing of heat networks and on the heat transition, and a special event on how to ensure that changes are socially compatible. Stephanie von Ahlefeldt, Director-General at the Federal Ministry for Economic Affairs and Energy, set out the Ministry’s expectations and some important projects for the new parliament, including a modernisation of the legal framework for heat networks.

A simple implementation of heat planning was discussed at the event, which followed the motto: “between complexity and practicability”. A recording of the live stream of the conference and 13 articles covering individual sessions are available online. The “heat transition sprints” offer compact insights into approaches to heat planning. In the “questions arena”, three experts shared their insights on how to successfully communicate the heat transition to citizens. The next KWW conference will take place in Halle (Saale) on 18 June 2026.
Dena’s Competence Centre for the Municipal Heat Transition (KWW) in Halle (Saale) operates on behalf of the Federal Ministry for Economic Affairs and Energy. It provides information practical expertise and materials for municipal heat planning.
The KWW acts as a platform for dialogue and a network coordinator that supports municipalities and experts as they develop and standardise solutions, implement local heat plans and conduct heat planning across the Federal Republic of Germany.
